Answer: No.  In 2010, Republican congressional candidates in Wisconsin got 54.5% of the vote.  That means Walker actually ran behind the rest of the ticket (though not by much).

By contrast, Rob Portman ran ahead of the Republican congressional vote (he got about 57%, congressional candidates 54%).  And Portman is actually qualified to be President (if by “qualified” you mean “has served for more than a year or two in offices higher than county executive”).
